He is the son of longtime council member and mayor Sam Alford.Fouts, 31, lives at 123 Bellflower Way and has been a Milner resident one year. Her parents live in the city and her grandmother Frances Manry was a longtime councilwoman and volunteer at city hall. She is a pharmacy specialist with Kroger.
