Robert Waterhouse, partner in the downtown Barnesville firm raided and shut down by state insurance officials in 2005, is still without an insurance broker’s license despite being cleared in the case.Waterhouse and his father lost their licenses after the raid at Phoenix Brokers here. The Waterhouses and their attorneys allege the raid was botched by Georgia insurance commissioner John Oxendine and based on bogus information he should have checked out before acting.A New Zealand firm has since settled the case, paying out over $3 million. Most of that money went to Atlanta area taxi and limo firms that held policies issued by Phoenix Brokers.
