By Sherri EllingtonThe board of appeals gave a preliminary approval to Arthur ‘Brutz’ English’s special exception application for an agritourism venture ‘“ a horse racing track that has had neighbors up in arms.The county commission will take up final approval tonight.’We adjusted the time of operations but the final decisions will be made by the county commissioners,’ said chairman Dean Gore. It is on the agenda for tonight’s meeting. ‘We went through the formalities and he’s still promising to work on the sound with an engineer,’ said Gore.Any lighting or other improvements, outside of the UPick and camping areas in the original plans, must go back through the planning and zoning office before English can make changes.
