The School District has heretofore issued its Lamar County School District General Obligation Bond (Taxable-Qualified Zone Academy Bond-Direct Payment), Series 2011, dated December 29, 2011, in the original aggregate principal amount of $2,000,000 (the ‘Series 2011 Bonds’), as authorized by a majority of the voters of the County voting in an election held on November 8, 2011. If the Educational Sales Tax is approved by the voters on November 8, 2016, and imposed beginning January 1, 2018, proceeds to be received from the Educational Sales Tax shall be used, together with other money of the School District, to pay a portion of the debt service on the Series 2011 Bonds due on April 1, 2018, through April 1, 2023. The School District may apply funds available in the sinking fund maintained for the outstanding Series 2011 Bonds to assist in the retirement of such bonds. 4. The bonds shall be general obligations of the School District. The maximum aggregate principal amount of the bonds to be issued shall be $24,000,000. Plans and specifications for these projects have not been completed and bids have not been received. Depending upon acquisition and construction costs and available funds, the School District may choose which capital outlay projects to undertake or not undertake, or to delay until additional funding is available, to the extent that proceeds of the general obligation debt and sales tax proceeds together with other available funds actually received by the School District, are insufficient to complete any of the capital outlay projects. 7. Reference is hereby made to Official Code of Georgia Annotated § 36’‘82’‘1(d), which provides in part that any brochures, listings, or other advertisements issued by the Board of Education or by any other person, firm, corporation, or association with the knowledge and consent of the Board of Education shall be deemed to be a statement of intention of the Board of Education concerning the use of bond funds. 8.
