This means any excess revenue, after covering operating costs, is returned to its members in the form of a capital credit check (based on each member’s energy use). In December 2013, Central Georgia EMC issued capital credit refund checks for the year 1994 and half of 1995. The area is currently served by aged and deteriorating infrastructure. Residents in the area have reported sewer back-ups and surcharges occurring from manholes within their neighborhood presenting an on-going safety and public health hazard for the residents. The proposed improvements will consist of targeting the worst conditions in the Target Area identified through the proposed televising and smoke testing of segments of the existing system. This will allow for spot repairs, cleaning, and pipe replacements as necessary to provide adequate sanitary service to local residents and improved efficiency of the City’s system. All sewer manholes in the target area will be inspected and the necessary repairs will be implemented. Project Location: Adams Court, Carey J. Buckner Street, Eleventh Street, Fourteenth Street, Lyons Street, Mill Street, Ninth Street, Parkview Drive, Richardson Street, Sanders Court, Thirteenth Street, Twelfth Street, Watts Circle, Wilson Street Finding Of No Significant Impact (FONSI) It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P L 91-190). The reasons for such determination not to prepare such statement are as follows: The project will have no significant adverse impact on the environment. An Environmental Review Record respecting the proposed project has been made by the above named City which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at Barnesville City Hall, 109 Forsyth Street, Barnesville, Georgia and is available for public examination and copying upon request between the hours of 9:00 AM and 5:00 PM. No further environmental review of such project is proposed to be conducted prior to the Request for Release of Funds. Public Comments On FONSI All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the City to Barnesville City Hall. Notice Of Intent To Request Release Of Funds (NOI /RROF) At least one day after the termination of the public comments period for the FONSI, but not before comments on the FONSI have been considered and resolved, the City of Barnesville will submit a Request for Release of Funds (RROF) and Certification to DCA. By so doing, the City will ask DCA to allow it to commit funds to this project certifying that (1) it has performed the environmental review prescribed by HUD regulations (‘Environmental Review Procedures for Title I Community Development Block Grant Program’ – 24 CFR Part 58), and 2) the Certifying Officer, Peter L. Banks, Mayor, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review or resulting decision making and action. The legal effect of the certification is that by approving it, DCA will have satisfied its responsibilities under the National Environmental Protection Act thus allowing the City of Barnesville to commit Community Development Block Grant funds to this project. A small segment of the existing sewer network occurs in 100-year flood zones and may need rehabilitation. However, the existing topography will be restored, and there will be no long term impacts to drainage or flood storage capacity. The project consists of rehabilitation of an existing sanitary sewer piping network which occurs within a small portion of the 100 year floodplain. Spot repairs may need to be made in some of the flood zone pipe segments if deficiencies are identified during cleaning and televising phase. The project location is predetermined by the location of the existing sewers; the only other project alternative is ‘no action’. Repairs to the impacted segments, if required, will improve existing conditions and reduce the potential for pollutant migration during flood events. Rehabilitation activities require minimal surface impacts; disturbances are filled, compacted, and seeded the same day as the repair. The City of Barnesville is a participant in the National Flood Insurance Program (NFIP). However, the sewer network is not eligible for the NFIP. The proposed rehabilitation activities will not affect existing drainage patterns and/or flood storage capacity. Any required rehabilitation of sewers within the flood zone will benefit existing floodplain conditions by eliminating potential pollutant sources from exfiltration. Environmental clearances for this project are processed with the Georgia Department of Community Affairs (DCA). No other permitting Agencies are required for this activity.
