We wish to commend Sheriff Larry Waller and the Lamar County Sheriffs Office; Chief Chuck Keadle and the Barnesville Police Department; Chief Jake Sutton and the Milner Police Department for their assistance to this Grand Jury. We wish to commend Valerie Hill, our Foreperson and Karen Cox, our Clerk, for the work they performed during our deliberations. Annual Inspection Of Lamar County Detention Facility: A committee from the Grand Jury inspected the Lamar County jail. The jail was found to be in good order, with adequate security systems and satisfied personnel. It has been freshly painted and has new air conditioning. There are appropriate accounting procedures in place. The kitchen graded 100% on its recent health department inspection. We recommend that members of the public be allowed to tour the jail occasionally. Clerk of Superior Court: A committee inspected the office of the Superior court Clerk. We found everything in general good order with adequate and efficient accounting procedures. We recommend the purchase of new filing cabinets and the replacement of carpet in the main office. Tax Commissioner: The tax commissioners office is an efficient and well run county office. The highest priority for suggested improvements would be to replace the out-dated software system (Harris/TBS) with Manatron software systems. The net incremental costs of replacing the software should be minimal and would likely pay for itself in cost savings and increased efficiencies. Technical support with the current software is inadequate, because it is only available by telephone, at a cost, and not always available. There are other service issues like downtime with the current antiquated system. Probate Court: A committee of the grand jury inspected the office of the Probate Court and found it to be efficient and well run. There are adequate systems of accounting for funds that they handle. Accounts are regularly audited. The committee was satisfied with the operational efficiency, knowledge, and courtesy associated with the office. Office of the District Attorney: A committee of the grand jury inspected the office of the District Attorney and found everything in general good order. We recommend that the District Attorney’s office have a fire extinguisher and smoke detector. We recommend that the emergency response system be connected to the Baliffs station downstairs in the courthouse. There are ceiling tiles that need to be replaced due to roof leakage. The District Attorney’s personnel have not had a raise in over five years and should receive one. We recommend that an additional investigator be added to the staff. The District Attorney’s staff needs additional space; the elected District Attorney has no office in Lamar County for his own personal use. Courthouse: The Grand Jury makes the following recommendations for the improvement of the courthouse. Stained ceiling tiles should be replaced. The hallway outside of the Grand Jury room does not have sufficient lighting; it would be inexpensive to add sufficient lighting. There are blind spots in the hall outside of the grand jury room that would be made safer with the use of mirrors; the grand jury would prefer to see the hallway opened up by removing the doorway in the middle of the hall. The roof occasionally leaks and should be repaired. The window blinds in the back of the courtroom are very old and covered with mildew. They should be discarded and the windows should be cleaned. There is an inexpensive alternative to covering the windows with blinds; paint the windows. We recommend that these presentments be published in the official organ and the regular fee be paid for publishing. This the 14th day of December, 2011.
