(3-13)(2)(p)(ts)(aff)gpn6 Lamar Board of Education Request for Proposal (RFP) for Design-Build Services Invitation and Overview of Project The Lamar County Board of Education (Owner) seeks to hire a design’“build firm to perform turnkey design and construction of a new Addition for the Lamar County College and Career Academy as well as modifications and renovations to the existing High School facility. The building shall be constructed in accordance with all applicable laws, codes, ordinances and standards. Selection of a design-build contractor shall be based on qualifications, experience and conceptual design submittal. The form of agreement shall be the ConsensusDOCS 415 Owner / Design/Builder Agreement and General Conditions (Lump Sum). The scope of work and lump sum contract amount shall be negotiated between the selected design-build contractor and the Owner. Information to Design-Build Contractors The Lamar County Board of Education desires to hire a design-build contractor to deliver the professional services described below at an agreed upon price, schedule and quality level. The design-build contractor shall, as may be required, employ licensed architectural and engineering professionals for the design of this project. Services to be performed during the design phase of the project include, but are not limited to the following: The design-build contractor shall provide a preliminary evaluation of the Lamar County Board of Education’s program and project budget requirements, each in terms of the other. The design-build contractor shall visit the site, become familiar with the local conditions, and correlate observable conditions with the requirements of the program, schedule and budget. The design-build contractor shall review all applicable laws, codes, ordinances and standards applicable to design and construction of the project, including but not limited to local building codes and NFPA standards. The design-build contractor shall correlate such requirements with the project program and advise the Lamar County Board of Education if any aspect of the program may cause a violation of such requirements. The design-build contractor shall submit to the Lamar County Board of Education preliminary design documents, a statement of the proposed contract sum, and a proposed schedule for completion of the project. Preliminary design documents shall consist of preliminary design/layout, outline specifications and/or other documents sufficient to establish the size, quality and character of the project, it’s architectural, structural, mechanical and electrical systems, the proposed building materials and such other elements of the project as may be appropriate. The preliminary budget established for the addition project is $2,500,000.00 inclusive of all design, pre- construction and construction phase fees, contingencies, general condition costs, overhead and profit. The design-build contractor will also perform standard construction phase services. In this phase of the contract, the design-build contractor shall function as an independent contractor and shall hold and administer all subcontracts. Construction services shall include, but are not limited to the following: ’¢ The design-build contractor shall provide construction documents and specifications produced by licensed architectural and engineering professionals which will set forth in detail the requirements for construction of the work. ’¢ The design-build contractor will hold and administer all subcontracts and shall also be responsible for all project administration including but not limited to; scheduling the work, verifying and approval of all required shop drawings and submittals, ordering and ensuring timely delivery of all required materials, enforcement of all OSHA safety regulations. ’¢ The design-build contractor will be responsible for managing the site and coordinating all construction activities. ’¢ The design-build contractor shall be required to provide a Labor and Material Payment Bond and a Performance Bond, both equal to 100% of the contract amount.
