Scouting legal dustup includes past local leaders

Boy Scouts of America have maintained a file of ‘ineligible volunteers’ for many decades as a way of insuring that people with any hint of improper conduct in their backgrounds do not find a place in Boy Scouting, said Chuck Brasfield, Flint River Council scout executive. Reports from Los Angeles, where the IV files are involved in litigation, show two people from Barnesville/ Aldora Troop 38 were placed on the files about 1994. The date is uncertain because information is incomplete. Brasfield’s news release states that between 1965-85, with more than 100,000 people involved in Scouting in the council area, two volunteers and one Scout were placed on the IV list ‘from information reported to the Scout executive.’ Flint River Council serves an eight-county area including Coweta, Lamar, Fayette, Pike, Spalding, Upson, Henry and Butts counties. In a statement released to national press, BSA president Wayne Perry noted in most cases on the IV files, information about backgrounds or alleged abuse events was public knowledge at the time and may have gone through police and legal systems. Perry’s news release states, ‘The files are incomplete records of events that happened years ago … the reported rates of sexual abuse in Scouting have been very low and broadly refute the notion these were ‘˜secret files’ of hidden abuse.’ He added, ‘Where those involved in Scouting failed to protect, or worse, inflicted harm on children, we extend our deepest and sincere apologies to victims and their families.’ Local Scout volunteer Stan Hamrick says, ‘Nothing like that is going on here, I know.’ He said the Scout ban on one-on-one contact between Scouts and adults and other policies in place for many years have resulted in Scouting being one of the safest places for children to be. The National Child Protection Training Center and many independent experts have recognized Scouting’s child protection policies and training as state of the art, Perry said.
